The Proconsul has voted and passed a revision of the Missing in Action Removal Act, so here it is (even though the only one outside of the Proconsul this really concerns is PIP).

Missing in Action Removal Act:
"Any person that holds a position of power in the Community and can no longer perform the duties required for the position due to an excessively lengthy or unannounced absence may be removed from power after a set amount of time. First, any member of the Proconsul who leaves for ten or more days with no prior notification may be removed from power. The only definite way power can be retained is if the Proconsul member contacts any other member of the Proconsul or posts a message prior to his/her leave. After the ten day period with no word from the Proconsul member passes, a poll will be created that will allow the other Proconsul members to vote on whether or not the person should be removed from power. If the missing Proconsul member returns with a viable excuse while the poll is in session, it will be dismissed at once. If the member does not return during this time and the vote does pass, then the person will instantly be removed from power. If the vote does not pass, the person will retain power for the timebeing. Of course, if it becomes evident that the member has no incentive to return, then another vote may be held. There is no limit on the number of votes that may be held. If the vote passes, the newly available position in the Proconsul can not be filled for the next thirty days. If the removed member returns with a viable reason for his/her leave, then he/she may be reinstated. After thirty days pass, the position becomes available to anybody.
Next, if the person holding the position of Sergeant does not adequately contact a member of the Proconsul prior to taking a leave of fifteen days, the person may be removed from power. The same procedure for removing an inactive member of the Proconsul that was described above will be implemented in this case. However, the position for Sergeant will become open to all members of the Community after only fifteen days.
Lastly, if any member of the Proconsul or the Sergeant properly supplies information regarding a leave of absence, their power will not be removed. However, if the person does not return within five days after his/her designated return date, then the person may be removed from power following the procedures above. If the person is removed from power, the position will be unavailable for the following ten days in case of a belated return by the member. After the ten day waiting period has passed, the position will become available again. If no definite return date is given, then the Proconsul must use its best judgement in determining when the person has been gone for too long."

lol, don't worry about this too much. Basically, if the Sergeant or any member of the Proconsul disappears for an extended period of time, he/she may be removed from power.

The first version of this was a lot harsher (hence the change).
