yes he had his knife and his gun. but its hard to get it. first you have to get the enclave dudes to help you, then turn off violence, when horrigan is killed, stand on his body and shoot one of the enclave guards, but DONT kill him. hell come running towards you. when he is over horrigans body, kill him. then repeat with another guard. when you have 2 bodies fairly close to his body, loot one of them. then you should be able to use the arrows to switch body, and youll get to horrigans body! it took me about 7-8 tries to do this though, so save before.
